A sign preserving WENO reconstruction

We propose a method of choosing the weights of the third order WENO reconstruction so that the sign property is satisfied. It has been shown by Fjordholm et al. that the sign property is cruical for constructing high order entropy stable schemes for hyperbolic conservation laws. While ENO reconstructions already satisfy this property, the proposed WENO scheme has the advantage of giving higher order accuracy without increasing the stencil size, while giving better control on the jump in the reconstructed interface values.
